(DC) Compromise wangled by Majority Leader Mike Mansfield and allows 4-mo. extension of tax until November Reforms to be added later. Sen Russell Long promised to send big reform bill to Senate floor by October 31 when surtax to be renewed again. Mansfield calls offer attempt to accommodate administration If turned down, will stand by 1st demand.
