(DC) Congress Democrats split. Senate liberals want compromise with time for Senator Finance Committee to revamp House Ways and Means Committee bill. [Representative Hale BOGGS - says we'd have utter panic if compromise accepted.] Senator Mike Mansfield warned surtax may not be passed at all if compromise not accepted.
