(Key West, Florida) Boat owners reported ignoring Carter's order not to return with refugees; details given, films shown. Fines levied on capts. cited. [CAPT. - says he wasn't allowed to leave Cuba without refugees.] [MAN - comments.] Boat "Impossible Dream," chartered by government, said waiting for Fidel Castro's approval before leaving to pick up refugees.
