(Studio) Senator battles on surtax and anti-ballistic missile come up. Senator Finance Committee tackles surtax.

(DC) Democrats threaten fight unless tax reforms incld. with surtax. Secretary Kennedy pleads with committee to speed surtax through. [Senator Russell LONG - cites push for reforms.] Representative Gerald Ford predicts higher prices and higher interest rates unless surtax passed. [FORD - says administration feels it must pass now. No need to combine surtax and reforms.] Senator Mike Mansfield demands tax reform package before he'll call for vote. Senator Everett Dirksen says surtax may be Christmas tree bill.
