(Studio) 1st formal news conference of Secretary of State Edmund Muskie reported; yesterday's summit meeting between French President Giscard d'Estaing and USSR Leonid Brezhnev mentioned.

(DC) Muskie's apparent reaction to his meeting last week with French foreign min. Jean Francois-Poncet, during which he evidently was not informed of upcoming summit with Brezhnev, noted. [MUSKIE - says he was lectured about allied consultation.] His remarks to USSR foreign minister Andrei Gromyko with regard to Strategic Arms Limitation Talks (SALT) II, Afghanistan outlined. [MUSKIE - comments on USSR 's Afghan invasion; goals for self.] Muskie said virtually discarding military option in Iran for dip. route.
