(Studio) Senator Judiciary Committee reported officially joining those investigating allegations of misconduct in Billy Carter's relationship with Libya.

(DC) Possibility that fugitive financier Robert Vesco has links with same people in Libyan government that Billy Carter does noted; Senator Ed รน Kennedy, chairperson of Judiciary Committee, reported removing self from investigation due to his political race with President Carter. [KENNEDY - says he shouldn't participate in affair.] Senator Paul Laxalt, Ronald Reagan's campaign manager, noted also removing self; Laxalt reported trying to buy videotape from cameramen for political ads later. Committee said ready to proceed with investigation. [Senator Howard BAKER - comments.] Republicans mentioned preferring investigation be conducted by select committee such as Watergate committee ; details given.

Billy Carter said revealing that he discussed national security adviser Zbigniew Brzezinski's request for help with Libyan government with then-Secretary of State Cyrus Vance. [From "Good Morning New York", Billy CARTER - comments.] Vance's response cited; Florida oil company spokesperson said taking blame for controversy. [Thomas L. JORDAN - comments.] White House version of Brzezinski-Billy Carter conversation outlined; possibility that Libya tried to use Billy in scheme against United States government mentioned.
