(DC) To avert cabinet split, explanation said given Secretary of State Edmund Muskie with regard to his not being told of administration's new nuclear strategy. August 8 scenes shown. Muskie's impatience for not having been told of new strategy recalled. [State Department Spokesperson John TRATTNER - says department should have been told.] Specifics of new strategy listed on screen. Explanation to Muskie detailed. Muskie said upset with Zbigniew Brzezinski.
