Gutted foreign aid. bill, failed to act on bill for jobs for hardcore unemployed, passed feeble gun control and failed to ratify non-proliferation treaty. Congress candidates dependent on rich private interests. Interests demand something in return. President Kennedy and Vice President Johnson beg Congress to pass laws for federal money for elections.
