(DC) Billy Carter's reaction to appearance of his confidential testimony in newspaper noted. [CARTER - comments.] Special cnsl. Philip Tone reported stating that investigation into possible influence of President with regard to Libyan oil will continue; Randy Coleman, Billy's business associate, said leadoff witness. Details given. Allegations that Libyan government tried to bribe Carter administration noted.
