(Studio) State Department reported warning Billy Carter prior to receipt of any money from Libya or his efforts to help Charter Oil Company that Colonel Muammar Kadhafi might be trying to manipulate him.

Letter quoted in part on screen. Today's testimony by Randy Coleman noted attended by Sybil Carter. [COLEMAN - comments on Libyan motive for seeking Billy out; Billy's reaction to media response to Libyan visit.] [TONE - asks if Carter is to receive balance of 1/2 million dollar loan.] [COLEMAN - responds.] [Billy CARTER - comments on loan.] [Senator Birch BATH and COLEMAN - exchange comments re: Libyans.] Coleman's concession that Billy's brother being President was factor in their business dealings noted.
