(Studio) North Vietnam spokesperson offers new proposal at peace talks. Xuan Thuy says large-scale American pullouts could get talks underway.

(DC) Administration says Hanoi still wants United States troop pullout prior to their pullout. After making pledge, President Nixon must pullout large numbers. This allows Hanoi to write timetable of full American pullout. President Nixon may pullout another 75,000 before 1970, but it will be gradual. North Vietnam hopes South Vietnam government to collapse.
