(Columbus, Ohio) Mental patients receive poor care; need more and better care; Ohio rich state, spends little on mental health. [Retarded child's MOTHER - says zoo animals get better care than people in insts.] [Commissioner Mental Retardation Roger COVE - says facilities inadequate.] [MOTHER - laments for children tied to benches.] [COVE - says insts. understaffed.] Some extreme abuses cited; retarded isolated from society.
