(Studio) Senator fails to pass cloture motion to shut off filibuster.
REPORTER: Frank Reynolds

(DC) Senator Philip Hart makes appeal for Justice Abe Fortas before vote. Senator Robert Griffin says President will take more care with appts. for Supreme Court from now on. Vote 45-43. Senator Mike Mansfield says he's encouraged. Senator Everett Dirksen votes against Fortas. [DIRKSEN - says fair to assume discussion will go on.] Speculated President may withdraw nomination. If not, another token vote will be held.
