(Panama City, Panama) Commission noted meeting only with official government representatives on tours; details given, films shown. Group said not planning to meet with anti-government guerrillas in El Salvador or United States-backed anti-government rebels in Nicaragua; Kissinger's lack of expertise in Latin America and critics' claim that commission is public relations move noted. ["La Prensa" director Winston ROBLES - doesn't believe commission will significantly affect United States policy in region.] [Panamanian foreign minister Diogenes de la ROSA - agrees.] possible liability of having Kissinger chair panel considered.
