(Chicago, Illinois) Latest conflict between Washington and county political leaders over latter's endorsement of Walter Mondale examined. [WASHINGTON - claims endorsement is worthless; explains.] [MONDALE - observes that his pres. campaign can't await resolution of Chicago political squabbles.] Mondale believed caught in crossfire between power struggle of Washington and Illinois Democratic party boss Edward Vrdolyak. [VRDOLYAK - accuses Washington of unfairness.] Black Democrats' criticism of Mondale's courting of Vrdolyak as well as his support for Richard Daley in mayoral primary noted. ["Sun-Times" political editor Basil TALBOTT - anticipates possible political backlash for Mondale campaign] Recent demonstrations here by black Democrats against white Democratic party leadership considered. [Jesse JACKSON - implies Chicago blacks will support him.] Racial overtones of presidential race for Mondale due to political climate here weighed.
