(DC) [BAYH - hopes narrow brush with catastrophe will awaken American public and Congress to changing electoral college system.] Bayh proposes direct popular vote. Under Bayh's plan, winner must get 40% of vote or run-off would occur. That rule would have kept Abraham Lincoln out of White House
