(Studio) PLO (Palestine Liberation Organization) national council said ending debate on President Reagan's Mideast peace plan by not rejecting it; apparent victory for moderate PLO (Palestine Liberation Organization) forces lead by chairperson Yasir Arafat noted. Arafat said claiming United States Sixth Fleet twice landed Israeli troops on coast of Lebanon during last summer's Israeli invasion.
