[Inside the plane, BUSH - says for his administration September 11 was a change of life, so he made some hard decisions & realized we were at war & had to confront threats; speaks about the connection of Iraq to the war on terrorism; explains why Iraqi President Saddam Hussein was a threat & the world is safer without him in power; asserts it would be a mistake to divide Iraq into three separate countries; notes there needs to be a series of victories in the ideological struggle; comments on his tearful reaction to 9/11 even now.] Bush's series of speeches this week to set the terms for a national debate noted. [Today in Atlanta, BUSH - says the outcome in the war on terror is dependent on the outcome in the war in Iraq & the free world must succeed in Iraq.] [After the speech, BUSH - says everything a president does has political implications, but the commander-in-chief must explain what is happening to the people; says he won't speculate about a loss of Republican control of Congress.] [In the presidential limousine, BUSH - says he is not a liability for Republican candidates; believes we will hold the Congress; expresses no views on 2008.]
