[Environment lobbyist Bill DRAYTON - believes public's not being protected as result of government incompetence.] Senator recalled killing Safe Drinking Water Act placing local govts. and Environmental Protection Agency on timetable to remedy situation; indications of increase contamination of drinking water noted. [Dr. Paula STONE - acknowledges worsening situation.] [EPA spokesperson John SKINNER - claims government is acting.] Contd. criticism of government's wholesale failure to enforce existing laws considered.
