[DOLE - describes his attributes; anticipates his role with White House] Senator Howard Baker and Lyndon Johnson's performances as majority leader recalled. Dole's competitor Senator Richard Lugar reported taking over chairmanship of Senate Foreign Relations Committee, leaving Senator Jesse Helms as chairperson of Agriculture Committee Conservatives' hopes for Helms to assume foreign relations chair noted.
