Relations Committee chairmanship going to either Richard Lugar or Charles Mathias if Helms retains agriculture chair considered; Mathias noted unacceptable to Republican right-wing. ["Conservative Digest" spokesperson Richard VIGUERIE - thinks Helms should assume foreign relations chair.] Possible implications should Helms assume that post and if Reagan reverts to his pre-elec. position of perceiving USSR as "evil empire," or steps up military actions against Nicaragua considered.
