(DC) House Intelligence Committee's condemnation of CIA manual quoted on screen; CIA director William Casey, attending committee meeting today, said acknowledging agency's error in not reviewing manual. [Representative Wyche FOWLER - notes Casey admitted own negligence in operation.] [Representative Edward BOLAND - is appalled that no one in CIA had read the manual.] Committee's specific criticism of CIA listed on screen; possibility that manual violated Boland agreement cited. [Representative Norman MINETA - holds Casey responsible.] Implications of affair for Capitol Hill's eventual call for Casey's resignation considered.
