(DC) Reagan's current claim of willingness to meet with USSR leader discussed in light of his past harsh rhetoric about Sovs. [July 28, 1982, REAGAN - doesn't believe summit is the answer.] [January 16, 1984, REAGAN - thinks mutual dislike of each other's systems isn't reason for refusing to meet.] [March 5, 1984, REAGAN - claims willingness to meet at summit, with conditions.] [Tuesday, Senator Howard BAKER - wants summit now.]
