(Moscow, USSR ) Konstantin Chernenko's poor health and indications of possible leadership crisis in USSR examined; his unexpected absence at opening ceremonies of Friendship games and announcement that he will not attend closing either noted. Implications of Chernenko's prolonged absence this summer in light of Brezhnev's and Andropov's traditional use of period considered; probable role at present of foreign minister Andrei Gromyko cited.
