(Libertyville, Illinois) Report on conditions in upper Midwest. Snow in Wisconsin reported closing Milwaukee's airport at Billy Mitchell Field. Effects of flights to and from Chicago's O'Hare International Airport, as well as other effects, noted. [PEOPLE - comment.] [Tow truck operator Dan VELAFONT - comments.] Annual New Year's dip into Lake Michigan mentioned. [MAN - comments.] Decrease in fatal New Year's Eve accidents due to people staying out of weather cited.
