Police seizure of would-be terrorists from Iraq, allegedly targeting Americans and Israelis for bombing here reported; suspects noted claiming United States capture of Achille Lauro hijackers was act of terrorism itself. Anti-aircraft missile aimed at Tunisian embassy here reported failing to explode; Tunisian prime minister noted arriving shortly thereafter for meeting with Prime Min. Bettino Craxi. PLO (Palestine Liberation Organization) mentioned based in Tunisia. Pol. problems faced by Craxi over his decision to allow PLO (Palestine Liberation Organization) terrorist Mohammed Abbas to escape noted.
