(Paris, France) Mikhail Gorbachev's summit here with President Francois Mitterrand examined; scenes shown. (Uneven audio.) Arrival ceremonies for Gorbachev and wife Raisa Gorbachev described, shown. [GORBACHEV - (thru translator) calls for constructive dialogue to halt space weapons development and continue arms control.] Soviet leader and Mitterrand said focusing discussions on President Reagan's Star Wars; statement of USSR spokesperson Leonid Zamyatin outlined. Mitterrand's statement calling for respect of AEM treaty negotiated in 1970s and Gorbachev's following remarks discussed.

[Atlantic Institution researcher John CHIPMAN - feels France wants independent nuclear capability to defense itself and West Europe as whole due to lack of trust that United States will or can do so.] Catalyst to France's nuclear development recalled 1956 Suez crisis with USSR ; Charles DeGaulle quoted. [Nuclear arms expert Francois De ROSE - cites negotiating strengths of nuclear capability for French leaders] Extent of French nuclear force at present outlined. [Scientist Pierre GALLOIS - thinks nuclear weapons create island of forced peace.] Extent of French public support for nuclear program, include south Pacific tests opposed by Greenpeace, noted. [De ROSE, CHIPMAN - cite degree of security provided by nuclear capability and effect on USSR .] Implications for Gorbachev considered.
