(Studio) Senator Robert Packwood at heart of problem; wants to cut tax exemptions; says population must be controlled; overpopulation starts when quality of life begins to fall as ours has in 60's; United States population reached critical mass; institutions can't handle it; problems worse as population grows. Packwood's plan or an alternate must be adopted eventually.
