(Grundy, Virginia) Stringent law forces 70 mines closure; owners can't afford compliance; miners suffer. [Unidentified MINER - doesn't see how small mines can meet regulations.] [Virginia Senator George BARNES - says regulations will hurt US; mines can't operate under law.] [UMW (United Mine Workers of America, International Union) local President Roy HUTCHINSON - believes most mines will stay open.]
