Some of their demands emotional; can either run prison by fear or respect from inmates; latter best way.] [Guard Thomas ROGAN - says need legislature cooperation to change system.] [Guard Roland COLEMAN - says creating bitter people now.] A lot of bitterness comes from lack of prison funds. After 4-5 p.m. meal, prisoners in cells 13 hrs. [Academy instr.
