Says if unit-rule abolished, his group won't have to vote for Governor John Connally. Rules Committee sub-committee votes to end unit-rule. They'll recommend to committee that delegates be allowed to decide what they want to do. Credentials Committee decides that regular and challenging Georgia delegates to share 41 votes. Governor Lester Maddox says decision is attack on him; he'll fight decision on floor. Md. challengers, Georgia state representative Julian Bond also unhappy.

Secret service supervises construction. 100 firemen on duty at hall. City's 11,000 firemen know riot tactics. All water filtration plants and pumping stations will be guarded. If mass arrests, prisoners will be held on county jail grounds and locker rooms at Soldier's Field stadium. 200 regular Army troops on alert nearby.
