General Services Administration reports only career Civil Service to decide these awards to minimize political influence. Committee finds in 1972, campaign contributors allowed to say which firms should get preference on General Services Administration contracts. Liaison worker, John E. Clark, said in affidavit he would get list of firms from General Services Administration and call chairperson finance committee to reelect pres., Lee Nunn, who'd call back and give preference. Nunn says he has no recollection of arrangement. Clark says Nunn reported preferences 7 or 8 times that he passed on to GSA. Clark didn't know if political contributions were factor. [General Services Administration administration Arthur SAMPSON - says he'll always try to help friends if profit good and nothing illegal about it.] Watergate committee says may have been law violations.
