New York Governor Hugh Carey has put National Guard on alert and residents near threatened areas advised to leave. Major stock exchanges closed early and United Nations sent all but skeleton staff home. (Long Island, New York) Very few of permanent residents of Long Island have taken refuge away from homes. Wkend. houses not prepared for storm because owners left before warnings came.

(Virginia Beach, Virginia) Hurricane Belle hit 1st on small islands off North Carolina coast. Residents and tourists evacuated to shelters, but peak winds on shore barely reached hurricane speed. As hurricane moved up Virginia coast, high winds stayed far enough out to sea that damage expected never happened. Hardest hit were campers. Oceana, Virginia, Navy air base, deserted as planes sent to carriers at sea and inland bases.

Reagan campaign manager John Sears proposes rule to require presidential candidate to announce Vice President choice morning of balloting day. Sears says not strategy to pressure Ford to name candidate, but it's time to change rules. [SEARS - says convention must have some control over Vice President choice.] Committee members question Sears re: implementation of rule at 1980 convention [SEARS - says he wouldn't be satisfied with enactment for 1980 and says resolution will not disrupt conv.] Committee rejects proposal; Sears says he'll take it to convention floor.

Israelis hope trend between 2 borders will continue Israeli army won't confirm reports it's sending patrols into Lebanese territory to keep PLO (Palestine Liberation Organization) from reestablishing control there.
