(Moscow, USSR ) Secretary of State Rogers confers with Premier Kosygin on trade matters for an hour; President Nixon joined them for another 2 hrs. Only Nixon can make decision on relationship between economy and political matters. Russians want lower tariffs which only Congress can approve. Congress will not give approval unless Russia pays off W.W. II lend-lease debts. Nixon will not give Sovs. trade concessions unless they concede on Vietnam. Cabinet level Commission will probably be created to continue economy negotiations under pledge to increase Soviet-American trade substantially.
