[KING - says unexpected high unemployment in early 1980's is only thing to alleviate sinking volunteer armed forces.] Fall in recruit rates of Army and Marines in last 1/4 of 1976, quality of those recruited and low reserve levels noted; reserves lowest since before Korean war. Issue not simply question of whether or not to bring back draft. [Former Army Secretary Martin HOFFMAN - speaks negatively with regard to draft as solution to prevent needs.] Pentagon says volunteer army has worked well so far; question is: will it continue to meet defense needs.
