Violates bombing halt agreement. State Department rejects North Vietnam claim that talks to include four parties, North Vietnam, South Vietnam, United States and NLF. United States says doesn't recognize NLF as independent entity. Attempts underway to calm South Vietnam fears.

US wouldn't demand South Vietnam accept unsatisfactory to South Washington, DC would negotiate terms with regard to deescalation and affecting South East Asia as whole. President Johnson not commented on South Vietnam reasons for refusal to take point in talks; hasn't talked to South Vietnam President Nguyen Van Thieu. Defense Secretary Clark Clifford warned US will negotiate military terms with or without South Vietnam. Reported that President will soon demand final decision from Thieu.

Nixon free from exultation after victory; was restrained. He was aware of Thieu's curve ball.

(Leo BOYD - says doctor estimate he could live 6 mos. without transplant. Waiting terrible. Heart gradually worsens.] [Dick WRIGHT - says won't give it up. Worth it.] Living bank set up where people donate organs after death. Cards carried with person contain information with regard to organ to be donated. [COOLEY - says education needed with regard to importance of organ transplants. Was hard to get people to donate blood before World War II. Concept of living bank gives positive sort of thing to work with.] Boyd and others hope for donors.
