At Paris Peace Talks, American spokesperson reports "movement". Reporters John Scali and Bill Gill discuss Vietnam situation with Frank Reynolds. Scali feels United States on edge of climactic breakthrough, but there's last minute hangup. Gill says moving towards bombing halt. Scali says hangup is North Vietnam assurances required as price for end of bombing. United States wants assurances besides lull. North Vietnam know Nixon's background and conclude he'd be tougher to deal with than Johnson is. Gill says President concerned about charges of political motives, but it won't control his decisions.
